Our primary aim was to encourage the re-use of 'redundant' IT equipment.&lt;br /&gt;Believe it or not, in 1998, recycling computers actually meant re-using them, not scrapping them as it means now. Hence our rather misleading name!&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&lt;a href="http://www.it-environment.org/about%20project%20-%20LCA%20of%20IT%20hardware.htm"&gt;Re-use is better than recycling.&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;WEEE update:&lt;br /&gt;From 28 September 2011, you must declare on your waste transfer note or hazardous waste consignment note that you have applied the waste management hierarchy.What this means is that you must first attempt to re-use the 'waste' which is exactly what we have been doing with computers since 1998.WEEE is starting to catch up at last. CommIT is part-funded by the European Regional Development Fund and is led by student volunteers who assist community organisations to make better use of ICT, for example through the installation of recycled computer equipment or the development of a websites and databases. &lt;br /&gt;&lt;br /&gt;A total of 24 awards were presented to Higher Education student and staff volunteers and volunteering projects at a high-profile ceremony for 200 guests at the BALTIC Centre for Contemporary Art, Gateshead. The awards, hosted by TV presenter Philippa Forrester, were a celebration of the achievements of student and staff volunteers across the country. &lt;br /&gt;&lt;br /&gt;A group of LUVU staff members and volunteers attended the ceremony in Gateshead on Wednesday (7th December 2005), to be presented with a plaque and certificate of achievement. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Judges described CommIT as ‘a brilliant use of the skills and knowledge within the University to engage with hard to reach groups. A model entry with great vision’. &lt;br /&gt;&lt;br /&gt;Rob Ellis, LUVU’s Community ICT developer, said: “The team members are all very proud of their achievements and we feel proud of the positive impacts that the project has had on Blackpool, both through our work with community organisations and the general public.” &lt;br /&gt;&lt;br /&gt;Lyndsey Sterritt, who has recently become a project leader said: “The award was really well deserved, considering the passion and dedication given by LUVU and the volunteers, and the enthusiasm with which the clients received the projects. I am proud and feel so privileged to have been part of CommIT.”&lt;br /&gt;&lt;br /&gt;One person who has benefited from the projects’ work is Pat Spencer-Hughes, of the Revoe First Steps Centre in Blackpool.&lt;br /&gt;&lt;br /&gt;She said: “Before the CommIT project the residents of Revoe (Blackpool) had little or no access to computers. This project enabled them to not only have access to computers but also the skills and confidence to use them in the future.  The residents felt that the workshops’ content managed to grab their attention and the enthusiasm from the volunteers kept them coming back each week. Again, this initiative&lt;br /&gt;came from an organisation that is not part of the usual matrix of sustainable&lt;br /&gt;communities professions and was under no statutory or contractual&lt;br /&gt;obligation to devote the time and effort needed to make the idea work.&lt;br /&gt;&lt;br /&gt;The idea behind CommIT is that students at Lancaster University&lt;br /&gt;use their computer skills to help community groups. This has involved&lt;br /&gt;assessing the needs of voluntary organisations, brokering partnerships&lt;br /&gt;between students and community groups, and working with mental health&lt;br /&gt;service users and young offenders.&lt;br /&gt;&lt;br /&gt;Working through Blackpool Councilfor Voluntary Services, the university&lt;br /&gt;teamed up with 20 community organisations to conduct a ‘healthcheck’&lt;br /&gt;of their ICT needs. The scheme works because there&lt;br /&gt;is a bedrock of mutual benefit. The student volunteers learn about working&lt;br /&gt;with communities and applying their knowledge in practical contexts,&lt;br /&gt;which makes them more employable; community groups and their users&lt;br /&gt;learn how to use technology and apply it to their needs, and reach a stage&lt;br /&gt;where they can take part in formal accredited learning.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Key points from the Exemplar Learning Programme 2007&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Build on evidence but be ready to reinvent:&lt;br /&gt;the most successful projects learn from what has gone before, but are sensitive to context.&lt;br /&gt;Knowledge and expertise must be adapted to meet the unique challenges of places and people.&lt;br /&gt;&lt;br /&gt;We learn by listening:&lt;br /&gt;the programme highlighted the importance of thorough preparation, listening to those who have been&lt;br /&gt;involved in similar projects and to the concerns and aspirations of local people.&lt;br /&gt;&lt;br /&gt;We learn by doing:&lt;br /&gt;meeting and overcoming expected and unexpected challenges enables practitioners to learn what works and what doesn’t. Flexibility and pragmatism are vital to success.&lt;br /&gt;&lt;br /&gt;We learn by daring:&lt;br /&gt;the most effective projects don’t stick to the obvious. They venture into the unknown and set themselves challenges&lt;br /&gt;that are beyond the call of duty.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We learn by valuing:&lt;br /&gt;overcoming conflicts and building relationships of trust and respect enables partnerships to work effectively.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We learn by reflecting:&lt;br /&gt;evaluation is an essential learning process, especially when used to adjust priorities and practice during a project&lt;br /&gt;&lt;br /&gt;We learn by owning:&lt;br /&gt;when participants feel a personal responsibility for a project, it generates an energy and will to succeed that turns&lt;br /&gt;obstacles into opportunities.&lt;br /&gt;&lt;br /&gt;Sharing the learning is important:&lt;br /&gt;while some projects put systems in place at an early stage to share what has been learned, others appear to&lt;br /&gt;approach this as an afterthought. It was while carrying out such an inspection at one of the childrens homes that I discovered that the children, who are already disadvantaged, are being further disadvantaged by the fact that they do not have access to computers.&amp;nbsp;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;On checking accross the list of residential childrens homes in the Ribble Valley, I learn that this applies to all of them and to the residential reception centre as well. I also learnt that these children are actually receiving computer based homework, which they are therefore unable to complete.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;&amp;nbsp;I decided to try to rectify this and have at this time managed to get one computer into one of the establishments. I am however having difficulty in obtaining computers of a standard which will enable the children to run educational packages including the GCSE's and the Encarta Encyclopaedia.&amp;nbsp;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;These require a CDROM and a sound card, together with the ability to run Windows 95. Chipping has almost completed a three year program of designing and construction of the new hall which incorporates a purpose built Education room modelled on the Swedish Tele-Cottage concept, to allow local people access to computing and communication facilities which are not otherwise available. Raising sufficient funds to build a new hall is a mammoth undertaking for a small community and the generous donation of these machines has significantly eased the burden of financing the project. The availability of the computers has meant that we have been able to begin to equip the Education room and so allow residents of the village the opportunity to gain new skills or expand their businesses. To date three training courses, which are fully booked, have been arranged to run from January 2000, culminating in CLAIT qualifications for the participants. In addition, the local school which only has one computer for all its pupils will be using the facility on a regular basis during term time. Local business people have expressed an interest in using the computers and it is our intention to provide a full range of IT facilities if the demand is substained and when funds allow. Our concern was that new learners may buy a new PC only to find they have little or no use for it in their lives. If we could lend them a computer for a short period of time they could practice the new skills they had learnt and consider whether or not investment in a new PC would be a good use of their money. In addition, we felt they would be a little more knowledgable when they went out to make that purchase of a new PC. &lt;br /&gt;&lt;br /&gt;Initially we struggled to find the funding to purchase a bank of PCs which we could lend out. Our problems were solved when PC Recycler were able to provide us with 12 complete outfits at no cost to ourselves. &lt;br /&gt;&lt;br /&gt;Those 12 PCs have been lent out many times over the past 3 years fulfilling their role in exactly the way we anticipated. In common with all the other hospital radio stations around the UK, radio Victoria is run entirely by a group of dedicated volunteers, who each give up a few hours of their spare time each week to visit patients in Victoria hospital, collect their record requests, and present the programmes. We are on the air each evening, with additional daytime shows at the weekend, and our aim is to provide a uniquely personalised radio service that is both informative and entertaining for those people unlucky enough to be stuck in hospital! &lt;br /&gt;&lt;br /&gt;It goes without saying that the station is run on a shoestring budget. We rely on charitable donations and our own fundraising efforts to keep the station on the air and to pay for new broadcasting equipment as and when it is required. We have a computerised record library, but our present PC is a slow elderly machine that was previously thrown out by the health authority! In addition, we are exploring the possibility of installing an automated playout system in our studio which would effectively enable us to extend our hospital broadcasting to 24 hours a day, thus providing a real alternative to the other mainstream radio stations available to patients. The course is 40 hours, spread to suit those attending, and is free to 16-24 year old residents living in the Blackpool FY1 area. The project, CommIT, has been running a variety of sessions to provide the 16-19 year olds with the extra skills needed to get into further training and employment. &lt;br /&gt;&lt;br /&gt;One aspect of the project worked with Blackpool Youth Offending Team (YOT), teaching young people computer hardware skills. Five young people were engaged in a series of workshops run by volunteers from LUVU, which taught them about PC components, and how the inside of a computer works. Again, this initiative&lt;br /&gt;came from an organisation that is not part of the usual matrix of sustainable&lt;br /&gt;communities professions and was under no statutory or contractual&lt;br /&gt;obligation to devote the time and effort needed to make the idea work.&lt;br /&gt;&lt;br /&gt;The idea behind CommIT is that students at Lancaster University&lt;br /&gt;use their computer skills to help community groups. This has involved&lt;br /&gt;assessing the needs of voluntary organisations, brokering partnerships&lt;br /&gt;between students and community groups, and working with mental health&lt;br /&gt;service users and young offenders.&lt;br /&gt;&lt;br /&gt;Working through Blackpool Councilfor Voluntary Services, the university&lt;br /&gt;teamed up with 20 community organisations to conduct a ‘healthcheck’&lt;br /&gt;of their ICT needs. The scheme works because there&lt;br /&gt;is a bedrock of mutual benefit. The student volunteers learn about working&lt;br /&gt;with communities and applying their knowledge in practical contexts,&lt;br /&gt;which makes them more employable; community groups and their users&lt;br /&gt;learn how to use technology and apply it to their needs, and reach a stage&lt;br /&gt;where they can take part in formal accredited learning.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Key points from the Exemplar Learning Programme 2007&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Build on evidence but be ready to reinvent:&lt;br /&gt;the most successful projects learn from what has gone before, but are sensitive to context.&lt;br /&gt;Knowledge and expertise must be adapted to meet the unique challenges of places and people.&lt;br /&gt;&lt;br /&gt;We learn by listening: &lt;br /&gt;the programme highlighted the importance of thorough preparation, listening to those who have been&lt;br /&gt;involved in similar projects and to the concerns and aspirations of local people.&lt;br /&gt;&lt;br /&gt;We learn by doing: &lt;br /&gt;meeting and overcoming expected and unexpected challenges enables practitioners to learn what works and what doesn’t. Flexibility and pragmatism are vital to success.&lt;br /&gt;&lt;br /&gt;We learn by daring: &lt;br /&gt;the most effective projects don’t stick to the obvious. They venture into the unknown and set themselves challenges&lt;br /&gt;that are beyond the call of duty.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We learn by valuing: &lt;br /&gt;overcoming conflicts and building relationships of trust and respect enables partnerships to work effectively.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We learn by reflecting: &lt;br /&gt;evaluation is an essential learning process, especially when used to adjust priorities and practice during a project&lt;br /&gt;&lt;br /&gt;We learn by owning: &lt;br /&gt;when participants feel a personal responsibility for a project, it generates an energy and will to succeed that turns&lt;br /&gt;obstacles into opportunities.&lt;br /&gt;&lt;br /&gt;Sharing the learning is important: &lt;br /&gt;while some projects put systems in place at an early stage to share what has been learned, others appear to&lt;br /&gt;approach this as an afterthought. Learning may be lost unless specific provision is made.&lt;br /&gt;&lt;br /&gt;The Egan principles need an underpinning ethos: &lt;br /&gt;the most effective and convincing projects don’t just supply the elements of a sustainable community. &lt;br /&gt;They reveal an ethos that marries energy and values to vital professional skills. The service aims to reuse or recycle at least 60 per cent of the waste received, with reusable items of furniture refurbished and sold on to charities or low-income families.
